Thomas L. Lapka is a partner in the law firm. His practice area primarily involves real estate, real estate development, corporate and business law, and zoning and land use law.

Mr. Lapka has a recognized practice providing comprehensive legal services for the developing and financing of affordable housing and community development projects. He represents numerous developers, non-profit agencies, local housing agencies and public housing authorities. He advises clients on the programs and requirements of the Michigan State Housing Development Authority, HUD, FHA, Fannie Mae, Freddie Mac, and USDA-RD. He addresses legal issues involving single and multifamily housing, bond financing including capital fund bonds, all aspects of low-income housing tax credits, historic tax credits, new market tax credits, and public housing development including mixed-use projects. He also assists clients with zoning, land use, and general real estate development issues including tax abatement and PILOTS.

His experience also includes the formation of corporate entities, limited liability companies, limited partnerships, limited dividend housing association limited partnerships and non-profit housing corporations, the syndication of low income housing tax credits and commercial financing.

Thomas is a member of the Ingham County Bar Association (Board of Directors 1993-1995; Member: Real Property Law Section); State Bar of Michigan (Delegate to Representative Assembly for 30 th Judicial Circuit 1994 - 1998; Member of the Real Property Law Section and Business Law Section); Michigan Housing Council; President of Central Michigan University National Alumni Association; and Mediator for the commercial law panel for Ingham County Circuit Court.
